The Office of Management and Budget (OMB) released the near-final version of the long anticipated grants reform guidance, most frequently called the “super-circular.” The formal name is “Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards,”. The guidance is available at http://www.ofr.gov/OFRUpload/OFRData/2013-30465_PI.pdf and will be published in the December 26th Federal Register.
This final guidance supersedes and streamlines requirements from OMB Circulars A-21, A-87, A-110, and A-122 (which have been placed in OMB guidances); Circulars A-89, A-102, and A-133; and the guidance in Circular A-50 on Single Audit Act follow-up.
Federal agencies have 6 months to submit their implementation regulations to OMB; then the “super-circular” will be fully implemented by December 2014. Learn more here.
